Donnie R. Betenbaugh has served as Union County Supervisor since 1995. A 1990 graduate of the University of South Carolina with a B.S. Degree in Business Administration and Finance, Betenbaugh is a native of Union and is married to the former Crystal Wright of the Buffalo community of Union County. The Betenbaugh's have two children, Bailey Nicole and Thomas Joseph.
The Supervisor of Union County performs the following duties:
- Serves as chairman of Union County Council,
- Is the County's Chief Executive Officer
- Is the County's Purchasing Agent
- Serves as the Human Resource Department
- Prepares the annual budget of Union County
- Disperses budget funds during the year
- Is responsible for the day-to-day operations of 14 departments

UNION COUNTY CODE APPENDIX A - RULES AND PROCEDURES, ETC.
Rule 5. The powers and duties of the supervisor.
The powers and duties of the supervisor shall include, but not be limited to, the following:
(1) To serve as chief administrative officer of the county government;
(2) To execute the policies and legislative actions of the council;
(3) To direct and coordinate operational agencies and administrative activities of the county government;
(4) To prepare annual operating and capital improvement budget for submission to the council;
(5) To supervise the expenditure of funds appropriated by the council;
(6) To prepare annual, monthly and other reports for council on finances and administrative activities of the county;
(7) To recommend measures for adoption;
(8) To serve as presiding officer of the council, voting in case of council ties;
(9) To serve as official spokesman for the council with respect to councils policies and programs;
(10) To inspect books, accounts, records, or documents pertaining to the property , money or assets of the county;
(11) To be responsible for employment and discharge of personnel subject to the provisions of subsection (7) of section 14-3703 [South Carolina Code of 1962] and subject to the appropriation of funds by the council for that purpose;
(13) To perform such other duties as may be required by the council;
(14) To be responsible for employment and discharge of personnel in those departments in which the employment authority is vested in the county council, but this authority shall not extend to any personnel employed in departments or agencies under the direction of an elected official nor to personnel appointed by council.
